Summary
The primary purpose of your job position is to manage the human resources department in accordance with current applicable federal, state, and local standards, guidelines, and regulations, and as directed by the Administrator, to assure that quality personnel are interviewed, trained and employed and federal and state labor regulations are correctly administered.

Responsibilities and Duties
Administrative Functions

Maintain written job descriptions and performance evaluations for each staff position in accordance with laws governing job positions.
Review all requests from department directors for new or replacement personnel, fill requests, and arrange interviews, appointments, etc.
Assist in determining staffing and evaluate employee performance. Make recommendations to the administrator concerning hiring, terminations, transfers, etc.
Check applications and references of prospective employees and arrange for interview with department directors as required or requested.
Ensure the maintenance of job applications for personnel eligible to work in the facility. (e.g., job applications, resumes, reference checks, etc., of those persons meeting the eligibility requirements for the position in which they applied.)
Ensure confidentiality is maintained of all pertinent employee information in accordance with the Privacy Act, as well as our facility’s established policies governing the release of information.
Ensure that appropriate documentation concerning the employee’s right to work in this country is verified in accordance with current laws, regulations, and guidelines concerning such matters, and that appropriate documentation of such review is filed in the employee’s personnel record within the specified time frame (i.e., I-9 completed and E-Verify completed and dates uploaded to Paylocity).
Consult with department directors concerning the staffing of their departments, problem areas, and improvement of services.
Implement and maintain an adequate personnel record filing system that meets the needs of the facility and complies with current laws.
Prepare and maintain records for uploading into Paylocity.
Maintain OSHA logs throughout the year and create the OSHA 300 log and post the OSHA 300 A annually as required.
Maintain time keeping accuracy for each payroll, including correcting missed and inaccurate punches.
Begin the payroll process, import time, and work with the Payroll Specialist to ensure accuracy of payroll each pay period.
Ensure that the facility is in compliance with current applicable federal and state employment regulations regarding wages, overtime, work
hours, workman’s/unemployment compensation, etc.
Orient new hires to the facility and coordinate meetings with key staff for each new hire.
Ensure hiring/discharge procedures are in compliance with established policies and procedures.
Assist in developing personnel policies with the Director of Organizational Development and Administrator.
Interpret department policies and procedures to personnel, residents, visitors, etc., as necessary or required.
Assist in the accurate calculation and posting of all employee garnishments, wage assignments, and court ordered support deductions.
Provide employee information (i.e., verification of employment, wages, etc.), in accordance with current laws, regulations, and guidelines.
Delegate the administrative authority, responsibility and accountability to other responsible department personnel as necessary.
Represent the facility at and participate in managerial meetings as directed.
Keep department directors informed of changes in personnel matters.
Make written and oral reports/recommendations to the Administrator concerning personnel needs, problem areas, etc., as necessary.
Perform administrative requirements such as completing necessary forms, reports, etc., and submitting to the Administrator as required.
Ensure employee background and reference checks are completed in accordance with our facility’s established procedures.
Other related duties that may become necessary/appropriate to assure that our facility are in compliance with current laws, regulations, and guidelines concerning the operation of our facility.

Committee Functions

Serve on various committees as directed by the Administrator.
Serve as the point of contact for uniform guidelines, sizing, distribution, and payment.
Chair the Safety Committee and take minutes. Manage the safety program, including employee drawing and rewards.

Personnel Functions

Assist in the recruitment, selection and training of competent personnel. Place ads as needed by departments.
Run criminal background checks, FSCR checks, EDLs, CNA Registry Checks, and OIGs for every new hire, and as required by the protocol.
Ensure that the facility has qualified personnel available to provide the best service for resident comfort and convenience (e.g., personnel
demonstrate the knowledge and skills necessary to provide care appropriate to the age-related needs of the residents served.).
Maintain written job descriptions and performance evaluations for each staff position in accordance with current laws and regulations.
Investigate grievances and claims of discrimination, harassment, and other Title VII violations with the Director of OD.
Counsel/discipline personnel as requested or as necessary.
Maintain attendance records and records of counseling, warning, and other disciplinary action taken against employees.
Ensure that grievance procedures are implemented, maintained and followed in accordance with our established policies.
Manage the unemployment claims process, including separation information gathering to ESC and assist the facility with appeals.
Maintain a good employee relations program that serves the best interest of the facility and community alike.
Report known or suspected incidents of fraud to the Administrator.
Ensure that departmental computer workstations left unattended are properly logged off or the password protected automatic screen-saver activates within established facility policy guidelines.

Staff Development

Meet with department supervisors on regularly to assist in planning in-services, on-the-job training, and orientation for new personnel.
Attend and participate in workshops, seminars, etc., to keep abreast of current changes to maintain any professional certifications.
Attend and participate in facility mandatory in-service training programs as scheduled.
Ensure that appropriate training records are maintained for staff personnel.
Create and maintain an atmosphere of warmth, personal interest, and positive emphasis, as well as a calm environment throughout the facility.

Budget and Planning Functions

Keep abreast of current economic conditions and recommend adjustments to the Administrator.
Report suspected or known incidence of fraud relative to false billings, cost reports, kickbacks, etc.

Employee Benefits

Ensure that eligible employees are properly educated on all employee benefits and given access to online enrollment.
Serve as the facility point of contact to ensure the accuracy and administration of FMLA administration by corporate office.

Resident Rights

Maintain the confidentiality of all resident care information including protected health information. Report known or suspected incidents of
unauthorized disclosure of such information.
Ensure that newly hired personnel receive a copy of our facility’s residents’ rights.
Ensure that the resident’s rights to fair and equitable treatment,

Qualifications and Skills

High School diploma or its equivalent required.
Experience working in a healthcare environment in Environmental Services preferred.
Friendly attitude and excellent communication skills required.
Must be able to express self adequately in written and oral communication and to communicate effectively in an interdisciplinary care setting with residents, families, and staff members.
